What it means
Your browser reached a device at the right address, but it refused the connection. For public websites, that usually means a server problem or a wrong address. For addresses like localhost or 192.168.x.x, it usually means the app or device you're trying to reach isn't running or isn't listening on that port.

- A wrong address or port number.
- A proxy setting on your device that no longer works.
- On your own network: the app, camera, or router page isn't running.
